Who makes up the Board of Education? The Dorchester County Board of Education is composed of five citizens who have been elected to a four-year term to represent various regions of the county. Policies set by the Board are administered by the Superintendent of Schools, who serves as the executive officer of the Board, and his professional staff. In 1988, the Board voted to have two student representatives serve as non-voting members. These students advise the Board on thoughts, viewpoints, and issues of concern to students. They attend all public sessions of the Board but not closed or 'executive' sessions.
The Board meets regularly each month. Special sessions are held as needed. Dorchester County citizens are encouraged to attend Board meetings and may address the Board at the beginning or end of each meeting during 'Comments From The Public.' Individuals may also request that a specific time be designated on the formal agenda to address the Board on a special topic. These requests should be made in writing to the Superintendent of Schools at least two weeks prior to the scheduled meeting. Retiring from teaching in 2008, she became an active partner in the family business, Lazy Day Farms, and in 2010, she and her family opened Layton's Chance Winery. In 2016, Mrs. Layton decided to pursue her passion for education by running for the District 5 seat on the Dorchester County Board of Education. |

She graduated from South Dorchester High School in 1973. She holds a Bachelor's Degree in English and a minor in teaching from Washington College. She began her teaching career at Cambridge-South Dorchester High School, and during her career she earned a Master's Degree in Education from Salisbury University. She earned certification as a reading teacher and taught secondary reading for nine years. Ms. Hubbard then earned certification in Educational Leadership from Wilmington University, and served as Assistant Principal at North Dorchester Middle School before she retired after 39 years of faithful, dedicated service to the students of Dorchester County. Ms. Hubbard serves on the Board of Concerned Citizens of Northern Dorchester and represents District 4 as an elected member of the Dorchester County Board of Education. She lives in Hurlock, and has a son, Adam. |

He holds a Bachelor of Science Degree from Bowie State College, and a Master's of Education Degree from Salisbury State College. Mr. Hull taught in Somerset County for two years, before transferring to Dorchester County Public Schools. During his 37 years in education in Dorchester County he served as a teacher for 30 years, and as a school administrator before retiring in 2002. He is an active civic and community leader, and has served on many Boards of Directors for organizations and agencies. He is a member of the Dorchester County Branch of the NAACP; and has been an elected member of the Dorchester County Board of Education representing District 2 since 2014. Mr. Hull's wife Jacquelyn, is a retired teacher, and they have one daughter, a granddaughter, and a great-grandson. |

She earned a Bachelor's Degree in Psychology & History, and a Master's Degree in European History from the University of North Carolina Charlotte (UNCC). She taught History and Women's Studies full-time at UNCC for several years and did adjunct teaching at Johnson C. Smith University. In 1989, Dr. Morgan and her family moved to Maryland where she taught at Montgomery College. She decided to retool and received her Master's Degree in counseling at what is now McDaniel College in Westminster. While working for the Montgomery County Public Schools as a Resource Counselor, Dr. Morgan earned her PsyD in Psychology, specializing in adolescent depression. After over 20 years with the school system, she retired and moved permanently to Cambridge. She immediately became involved with the Historic Preservation Commission (HPC) in Cambridge and was appointed to the Commission by the City Council in 2017. Dr. Morgan was elected in 2020 as District 3 representative on the Board of Education of Dorchester County. |
